If the version of git-annex shipped in your rpm-based distribution is too old, there's a git-annex-standalone rpm that you can install instead. It's kept up-to-date with the latest git-annex release, and it works on a wide range of distribution versions.
To install it, you first have to download a yum configuration file for the git-annex rpm repository:
curl https://downloads.kitenet.net/git-annex/linux/current/rpms/git-annex.repo > /etc/yum.repos.d/git-annex.repo
Then:
yum install git-annex-standalone
I've fixed it, should include the latest release now.
Please do file a bug report if you find problems with the rpms.
